- Build 4 sub-county livestock quarantine stations (Moyale, North Horr, Laisamis, Saku) to open certified export markets.
- Upgrade 8 local markets with modern sanitation, cold storage, power, and security features by 2029.
- Partner with local communities to organize and fully fund the Marsabit Lake Turkana Cultural Festival and Kalacha Food and Cultural Festival, engaging over 14 indigenous communities.
Accessible Education, Youth & Digital Skills

Bridging the education gap with modern classrooms, fully-funded bursaries, and sub-county ICT hubs — equipping our youth with skills for the digital economy and ensuring no child is left behind.
- Construct 150 new modern ECD classrooms across all sub-counties by 2029, prioritizing Laisamis and North Horr.
- Allocate KES 300M annually in bursaries for vulnerable families, pastoralist groups, and students with disabilities.
- Build 4 sub-county ICT & Digital Skills Centers (one per sub-county) fully operational by 2028.
- Establish standardized school feeding programs for 100% of primary schools in arid wards by 2028.
- Partner with TVET institutions to create 2 vocational training hubs targeting 5,000 youth annually.
Infrastructure, Roads & Clean Water
Bridging the resource gap to expand critical healthcare and networks.
Expanding healthcare access, securing clean water for pastoralist wards, and connecting communities through upgraded road networks — delivering measurable improvements to daily life in every corner of the county.
- Deploy 40 new solar-powered boreholes across pastoralist wards by 2029, prioritizing North Horr and Laisamis.
- Upgrade 12 primary health centers to Level 4 status with steady medicine supplies and staffing by 2029.
- Upgrade an additional 400Km of county roads to gravel standards and grade 3,000Km of roads, ensuring 60% of rural road networks are motorable year-round.
- Rehabilitate two additional airstrips and expand county logistical corridors to improve trade flow.
- Install solar-based street lighting and drainage systems in all 4 sub-county headquarters by 2028.
Lands, Energy & Urban Development
Fostering secure property rights, urban sanitation, and green energy.
Securing land tenure rights, planning sustainable urban centers, and implementing clean energy programs to support modern, resilient settlements in Marsabit County.
- Scale up the land adjudication and titration program: issue 10,000 new title deeds across Saku (Jirime, Songa, Karare, Sagante) and Moyale (Uran, Anona, Dha) wards by 2029.
- Complete the plot demarcation and secure ownership for 1,500 additional plots in Badasa and Hula Hula within the first 18 months.
- Expand the privatized solid waste management system to Sololo, Maikona, North Horr, Laisamis, Dukana, and all sub-county urban centers.
- Distribute 5,000 energy-saving cooking stoves (jikos) to households across Maikona (2,500), Forolle (1,500), and Huri Hills (1,000) to support environmental conservation.
